Try this.
1. Install free developer edition 15.7 on your laptop from scn.com. I did a full install myself. This wont give you scjview.exe but it installs the Open client connectivity tools which are pre-requisite for next step. Download and install this from here http://www.sybase.com/detail?id=1037407. you will need to fill in some details for this. I think you can skip installing server and just install the client components but I didn't try it. If you don't want to install the server then uncheck the server by doing a custom install and install the connectivity components. You can also skip scc or choose to install them if you want to try them out.
2. Go to the maintenance/ebf website and download and install the Sybase Central and ASE Plug-In for ASE- EBF 21170: 15.7 SP100 (match the ebf number with your OS)in the same location where you installed the Sybase ASE developer edition in step 1. The second step should give you scjview.exe or Sybase central. You will need to create an account on the website. Here is breakup of steps for this one.
- You need to go to http://downloads.sybase.com/swd/base.do.
- Create an account if you don't have it already.
- Click on Adaptive Server enterprise in the "Products" box.
- Navigate to your respective OS. For me it was x64.
- Download the Sybase Central and ASE plugin EBF for your OS. Accept the agreement for this.
- install it at the same location where you installed developer edition.
- At the end of the second step I got scjview.exe in <install directory>\shared\Sybase Central 6.0.0\win64.
