That is a Linux or Unix installation. Sounds like you need Windows.
The 'Installation and Upgrades' link is for GA installations. For the latest patches, follow Bret's answer, but select 'Support Packages & Patches' instead of 'Installations and Upgrades'. Follow the rest of Bret's instructions (get to 'SDK for ASE') and select your version (15.7 or 16.0). Once selected, you should be presented with the platform selection.
Select your platform and choose the latest SP/PL level from the list provided.
These patches are full installs, so you do not need to download the GA first.
