I would have really liked to share the solution but I don't have any.
This is what we did
we wanted to change the environment for our application to point to v1254 as the isql there was fast and we changed the profile files and restarted the application instance but application showed errors due to downgraded version of OCS.
so we reverted back to v155 and restarted the application, I don't know how and why isql just came back to working normal again with what we did above.
how can just a restart of application server on another server fix an OCS issue.
