It looks like you have issues with your disk especially disk having log files. I am not sure but your avg time calculations are wrong for different waits unless your sumwaittime is in seconds.
Try to query monDeviceIO and monIOQueue MDA tables to look for latency especially for disk which has log. In case, disk performance looks fine then check why you are writing too much log to the disk.
Also, do you have a separate log cache pool?
Also, it looks like that you have some issue with your CPU as well. Do you have by chance log IO of tempdb on the same disk as other db's log or other db's data files or tempdb's data files. Do you have lots of sort or have lots of aggregate functions or joins of large resultset which uses hash or merge joins?
