NOTE: My examples were run on ASE 15.7 SP110
I've modified my example to create the testdb database on different devices, with different segments residing on the different device fragments. I then spread the data partitions across my 'dsegXX' partitions and the index partitions across my 'isegXX' partitions. (see attached for DDL and output from sp_helpdb and sp_help)
As you can see from my sp_help output I was able to get the data and index partitions to reside on the desired/different segments (and thus different devices).
You mentioned in your last post that your attempt ended up moving the data partitions to the index segments. Could you post the entire 'create table/index' commands and the complete output from sp_help (preferably as a *txt attachment)?
