You could

1) install the Sybase/SAP OpenClient OCS on Red Hat

could be found inside the ASE Express install for Linux:

http://scn.sap.com/community/developer-center/oltp-db

2) modify the interfaces file to add the host/port of your ASE on Windows

3) use isql  to connect remotely to your ASE on Windows
